During the May 6 City Council meeting Alderman Burch Johnson asked those council members opposing speeding up the passage of a new ordinance cracking down on solicitors who they’d do if police encountered another incident similar to the one that prompted a proposed change in the ordinance to start with.
On Thursday, May 16 police faced a very similar situation when they arrested several solicitors for soliciting without a permit and charged two solicitors with various drug charges.
Four Kansas solicitors were arrested and charged with soliciting without a permit after they told Maumelle police they were doing “commercials” for Kirby vacuum cleaners and cleaning supplies.
Police responded to the Winona Drive area with reports of solicitors working in the area.
There they arrested Tywuane Diop Demarcus Modupe, 23, of Topeka, Kansas and charged him with possession of marijuana and on three counts of possession of drug paraphernalia along with several vehicle charges including fake registration,no tags, no insurance and soliciting without a permit.
Dillow Shane Furman, 20, of Eskridge, KS, and Christopher Neil Traphagan, 22, of Harveyville, KS, were also charged with soliciting without a permit.
Andre Debow Morrow, 29, of Topeka, KS was also charged with solicitation and possession of drug paraphernalia charges.
The ordinance tightening down on solicitors is on the Monday night, May 20 agenda on second reading. In order to pass the ordinance tonight, council rules would be required to be suspended.
